Question : Commercial Flight Operations

(a) the percentage of Indian air space open for commercial flight operations in the country;

(b) whether military air space is proposed to be opened for commercial flights as proposed by the Finance Minister in her 4th Tranche of announcement;

(c) if so, the details thereof;

(d) the performance of aviation sector during COVID, with a particular reference to Air India, and the extent to which Vande Bharat Mission helped it to earn some revenue; and

(e) the time by which all the domestic and international operations are going to be started?

(a) & (b) Yes sir. The details of Civil Aviation Requirement (CAR) issued by the Directorate General of Civil Aviation (DGCA) for regulating airsports are as under-
i. Civil Aviation Requirement (CAR) Section 2, Series F, Part XIV and Section 2, Series F, Part XV to monitor airsports related to Microlight Aircraft and Baloon,
ii. Civil Aviation Requirement (CAR) Section 7, Series I, Part XI to authorize Glider instructors and Examiners on Gloder/ Motor Glider,
iii. Civil Aviation Requirement (CAR) Section 3, Series X, Part I to regulate Remotely Piloted Aircraft System (RPAS).
iv. Civil Aviation Requirement (CAR) Section 7, Series B, Part II/III to monitor the issuance of Student Pilot''s Licence and Private Pilot''s Licence. ;
For regulating remaining airsports activities, guidelines of World Air Sports Federation are followed by DGCA.

(c) Aircraft Accident Investigation Bureau, an attached office under the Ministry of Civil Aviation is required to investigate any accident under the Aircraft (Investigation of Accident and Incidents) Rules, 2017.
