Question : ALLOTMENT OF IAY HOUSES



(a) whether allotment of houses under Indira AwaasYojana (IAY) have been made to Below Poverty Line (BPL) families of Scheduled Caste and Scheduled Tribe communities as per their percentage of reservation policy, but the BPL families of Other Backward Classes category have been deprived from their due reserved share of 27%;

(b) if so, whether the Government has taken any step to allot IAY houses to BPL families of OBC category as per their share;

(c) if so, the details thereof and;

(d) if not, the reasons therefor?

(a) Indira AwaasYojana (IAY) is an ongoing allocation based Scheme under which the funds are allocated and physical targets fixed in respect of the States/UTs based on 75% housing shortage and 25% poverty ratio as well as the annual availability of financial resources with the Scheme.

Under the programme guidelines, 60% of the funds are earmarked for SCs & STs with the proportion of SCs and STs being decided from time to time.

(b),(c) and (d): At present, there is no separate policy to allocate IAY houses to families of OBC Category as per their share. However, as per the existing guidelines, rural OBC BPL families are covered under the Others category.
