Question : ANTI RAGGING WEB PORTAL



(a) Whether an Anti-Ragging Web Portal, developed by the University Grants Commission (UGC), has been launched in the country in the recent past;

(b) if so, the details thereof along with the salient features of the said portal;

(c) Whether the Government/UGC has obtained views of various experts before finalizing the said web portal;

(d) If so, the details thereof; and

(e) The extent to which the said portal has been able to reduce the cases of ragging in the country?

(a) Yes, Madam.

(b) The UGC has launched an Anti-Ragging web portal on 26.07.2012. A tripartite agreement between UGC, EdCIL and M/S Planet E- Com Solutions Pvt. Ltd. was signed on 29.03.2011 for the development of the Web Portal on the recommendations of the Hon’ble Supreme Court.

The salient features of the Web Portal are as under:

i. Complaint Management System of the Call Centre. All calls received in 1800-180-5522 are managed and followed up in a structured software system.

ii. Customized E-mail Management system of the Call Centre.

iii. Complaint follow up, log creation and display system on the web. Students can see the progress of their complaints any time on www.antiragging.in.

iv. Online Anti Ragging Affidavit. Students can download Anti- Ragging Affidavit from www.anti- ragging.in.

v. Creation of the Colleges and Universities Data Base.

vi. Creation of the Students and their Parents Data Base.

vii. Reporting and Statistics.

(c) Yes, Madam.

(d) Web-Portal for Anti Ragging was finalized after in depth examination & discussion in a series of four meetings held amongst Ministry of Human Resource Development, EdCIL, UGC, M/s Planet E-Com Solutions and Members of Raghavan Committee on Anti-Ragging constituted on the directions of the Hon’ble Supreme Court.

(e) Ragging has reduced significantly due to regu- lations & awareness. The Web-Portal has an important role to play in creating awareness & facilitating implementation of regulations.
