(a) the total allocation of funds and the number of beneficiaries including women under the various schemes for skill development of minorities during each of the last three ears and the current year, scheme-wise and State-wise:

(b) whether there is any inclusive programmes/ schemes in education and skill development for the youth of minority community to prevent radicalization;

(c) if so. the details thereof and if not. the reasons therefor:

(d) whether there is any plan to institutionalize gender and rights based approach in the schemes/programmes of the ministry to empower minority women; and

(e) if so, the details thereof and if not, the reasons therefor?

MINISTER OF STATE IN THE MINISTRY OF MINORITY AFFAIRS (SHRI MUKHTAR ABBAS NAQVI)

(a) Ministry of Minority Affairs launched a scheme `Seekho aur Kamao (Learn & Earn)`, a placement linked Skill Development Initiative for youths belonging to minority communities in 2013-14. Minimum 33% seats have been earmarked for minority girls/ women. The scheme is run through selected Skill Development organizations, who were selected through an open, transparent and well-laid down procedure. The allocation of fund is made to the aforesaid selected organizations on the basis of workload assigned to them in different States of the country. The year-wise details of allocation of funds including current year and beneficiaries covered including girls/ women are as follows:

Further, under Multi-sectoral Development Programme (MsDP). a Centrally Sponsored Scheme (CSS), which is implemented through State Governments/ UT Administrations, 10% of the annual outlay has been earmarked for Skill Development. The year-wise and State- wise details of number of beneficiaries including minority girls/women sanctioned to various State Governments are at Annexure.

(b) and (c) Ministry of Minority Affairs focuses on educational and economic empowerment of notified minority communities. Ministry implements various Scholarship/ Fellowship schemes namely, Pre-Matric. Post -Matric, Merit-cum Means based scholarships, and Maulana Azad National Fellow- ship for the students of minority communities. To supplement education with economic empower- ment, Ministry implements ``Seekho aur Kamao (Learn & Earn)`, a placement linked Skill Develop- ment Initiative for youths belonging to minority communities. In addition, financial assistance is also provided for free coaching to minority students to enable them to compete in competitive examinations for Professional courses and Government/ Private jobs.

(d) and (e) Under the scholarship/ fellowship schemes of the Ministry, minimum 30% seats have been earmarked for minority women/ girls. There is an exclusive scholarship scheme for minority girls studying in class XI and XII which is implemented by Maulana Azad Education Foundation (MAEF), an autonomous body under the Ministry. Under `Seekho aur Kamao (Learn & Earn)`, the Skill Development Initiative for minorities, minimum 33% seats are earmarked for minority girls/ women. In addition, the Ministry has started implementation of `Nai Roshni`, a scheme for the Leadership Development of Minority Women, with the objective to empower and instill confidence in minority women by providing knowledge, tools and techniques for interacting with government systems, banks and other institutions at all levels.

National Minorities Development and Finance Corporation (NMDFC), a Central Public Sector Enterprise under the Ministry, implements the scheme of Micro-finance at concessional interest rates, which mainly focuses on economic empowerment of poor minority women/ women Self Help Groups through self- employment activities.
