(a) the details of policy for allotment of Retail Outlets (ROs) to the people / candidates belonging to SCs/STs by the Oil Marketing Companies;
(b) whether there is a huge shortfall in allotment of ROs to SCs/STs and if so, the details thereof, State/UT-wise; and
(c) the action taken/being taken by the Government to fill this gap/shortfall

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 31 ASKED BY DR.KAMBHAMPATI HARIBABU FOR ANSWER ON 5.2.2018 REGARDING RETAIL OUTLETS TO SCs/STs.
(a) - Oil Marketing Companies (OMCs) have implemented Dealer Selection Guidelines by Draw of Lots / Bidding with effect from 21-5-2014. The reservation and the eligibility criteria and other parameters for selection of retail outlet dealers for SC/ST category and others in case of individual applicants (Proprietorship / Partnership) are given in Anneuxre-1.
(b) & (c) – Oil Marketing Companies (OMCs) had issued advertisement to fulfill backlog as per the dealership selection guidelines effective from 21-5-2014. The State/OMC-wise number of locations advertised are given in Annexure 2, for which the selection process is under various stages.
In addition to the above, the following steps are also taken by MOP&NG to fulfill the Reservation % for SC/ST category in allotment of Retail Outlet dealerships to SCs/STs :
(a) Extension of time limit has been approved by Ministry of Petroleum and Natural Gas (MoPNG) for a further period of 2 years i.e. upto 31-3-2018 or for a period of five years from date of issue of offer letter, whichever is later, to the pending Letter of Intent (LOI) holders of SC/ST and other eligible candidates under corpus fund scheme to arrange land at a place of their choice anywhere in the country irrespective of State/Class of market subject to the offered land meeting techno commercial viability norms has been granted by MoPNG.
(b) In addition there is a policy of divestment of temporary Company Owned Company Operated (COCO) for the certain categories of pending LOI holders including SCs/STs.
(c) Ministry has also written to Chief Ministers of all States/UTs to make the suitable plots available especially for SCs/STs categories for fuel retailing so that they could be preferentially allotted to SCs/STs categories of allottees to meet the States/UTs objective of social upliftment.

(d) Relaxation provided to applicants belonging to SC/ST category to offer land or alternative land (as the case may be) in the advertised location/stretch in case the applicant has not offered the land in the application or if the offered land was rejected due to not meeting the laid down criteria provided the applicant meet all other eligibility criteria. This is applicable for the locations advertised under SC/ST category where selection could not be made either due to none of the offered land were found suitable or applicant(s) did not offer land. Further, approval for extension of time by additional 6 months to offer land/alternate land by SC/ST applicant was given on 23-1-2018.
(e) OMCs are actively pursuing with all District / State authorities for allocation of land for commissioning of ROs for SCs/STs.
(f) OMCs are also participating in auctions / bidding process of various Government agencies for getting land and thereby setting up ROs for SCs/STs.
