(a) to (c): The Ministry of Housing & Urban Affairs has launched National Urban Livelihoods Mission (NULM) in September 2013 to reduce poverty and vulnerability of urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, for improvement in their livelihoods on a sustainable basis. The mission also aims to build strong grassroot level institutions of the urban poor; provide shelters equipped with essential services to the urban homeless and address livelihoods concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security, etc. The Mission has been renamed as Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM) and extended to all statutory towns in the country since February, 2016.
As per the Mission Document, the Governing Council, which is a policy making body at the national level, will lay down priorities and review overall progress and development of the Mission. Further, the Executive Committee has also been constituted at national level to oversee the activities of the Mission. In a similar way, the Mission Document prescribes for constitution, by the States/UTs, of their respective Governing Councils and the Executive Committees. Meetings of these bodies are held from time to time to review the status of implementation, address the issues and bottlenecks, if any and provide necessary direction to the Mission.
