Question : Attack on SC-ST Students

(a) whether incidents of crimes, atrocities and attack on Scheduled Castes (SCs)/Scheduled Tribes (STs), Other Backward Classes (OBCs), minorities and weaker sections have reportedly increased in Delhi University among students and
University staff;

(b) if so, the details thereof and the total number of such cases reported, cases solved/unsolved, guilty arrested, convicted and the action taken against the guilty,
separately during each of the last three years and the current year;

(c) whether the Government has conducted any inquiry in this regard and if so, the details and the outcome thereof;

(d) whether the Government has issued any advisory to Delhi University to stop such cases in future and if so, the details thereof along with the extent to which such attacks/atrocities on such persons have come down;

(e) the details of other measures taken to ensure protection of such persons; and

(f) whether it is true that the Administration of Delhi University and Delhi Police are not implementing the recommendations of the National Commission for Scheduled Tribes regarding the cases of atrocities in DU and if so, the reasons therefor and the reaction of the Government thereto?

(a) and (b): Delhi Police has reported that no such incidents of crimes, atrocities and attack on Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs), Minorities and weaker Sections in Delhi University have been reported to them during the last three years and the current year (upto 30.06.2019). University of Delhi has informed that the University is conscious of its responsibilities and has taken necessary measures to deter any untoward acts on SC, ST, OBC, Minorities and weaker Sections among students and University’s staff.

(c) and (d): In view of above, does not arise.
(e): University Grants Commission (UGC) has instructed all Universities including Delhi University on 26.6.2019 to prevent caste based discrimination in higher educational institutions (HEI) and has requested the Universities to advise the officials/ faculty members of the University to be more sensitive while dealing with incidents of caste discrimination. UGC has also notified guidelines on “Safety of students on and off campuses of HEI” on 16.04.2015, which inter-alia include putting in place “Students Counseling System” by all the HEI for the effective redressal of problems and challenges faced by students. The various measures taken by Delhi Police to protect such persons inter-alia include deployment of adequate police personnel on daily basis at the main gates of the colleges in Delhi University, augmentation of deployment during important events, maintaining liaison with the University staff as well as the office-bearers of students unions and directing all Assistant Commissioners of Police/ SHOs to initiate prompt legal action against defaulters and to take all possible preventive measures, on ground, to avoid any untoward incidence.

(f): Delhi Police has informed that the recommendations of the National Commission for Scheduled Tribes, regarding cases of atrocities are implemented in its true spirit. The University of Delhi has informed that the University has taken necessary steps for implementation and compliance of various directives from Union Ministry of Human Resource Development and the UGC.
