(a) and (b): The Central Govt. has launched the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) in June 2015. Under the Mission, the State Annual Action Plans (SAAPs) are approved by the Govt. Against the approved plans, the individual projects are identified, prepared, appraised, approved and implemented by the respective State/ UT Govts. The Government
has fast tracked the approval of the State Annual Action Plans
(SAAPs) to help the States and Union Territories plan in advance and expedite implementation of the projects under the Mission. The Government has approved the first two SAAPs of the States and UTs received so for and has also asked them to submit their third and final.
(c) The details of state-wise allocations and approvals are at Annexure.
(d) The Mission has been approved with a total outlay of Rs. 50,000 crores. The Mission funds comprise of (i) Project fund (80%), (ii) Incentive for reforms (10%), (iii) State fund for Administrative and Office Expenses (8%), and (iv) MoUD funds for Administrative and Office Expenses (2%). This is proposed to be utilized for the Mission period of five years.
(e) The Govt. is promoting energy efficiency in the AMRUT cities including Smart cities. The energy audit of street lights and water pumps is one of the reforms mandated under the Mission. The Smart Cities Mission also prescribes energy efficient buildings and street lights. The Ministry is hand-holding the cities in conduct of energy audit and replacement of inefficient equipment with efficient ones.
