(a) & (b): Land and its management falls within the legislative and administrative jurisdiction of the respective Sates as provided under Entry No. 18 of List II (Slate List) of the Seventh Schedule to the Constitution. The role of Central Government in the field of land reforms is only of an advisory and coordinating nature. There is no proposal to amend the laws to have rights over land for all the people.
