Question : RECONSTITUTION OF VETERINARY COUNCIL OF INDIA



(a) whether reconstitution of Veterinary Council of India (VCI) has been pending with the Union Government for many years;

(b) if so, the details thereof;

(c) whether the Government has decided to reconstitute Veterinary Council of India (VCI) by allowing Government as well as private veterinary colleges, affiliated to various State Agricultural/Veterinary Universities to admit students for the academic year 2014-2015;

(d) if so, the details thereof;

(e) whether the Government has decided to remove the bottlenecks in respect of giving recognition to Government/private veterinary colleges by VCI because of which the future of innumerable veterinary professionals was hanging in balance;

(f) if so, the details thereof; and

g) the other steps taken by the Government for the betterment of veterinary colleges by providing sufficient manpower and infrastructure which is likely to help in removing the shortage of veterinary professionals?

(a) No, Madam.

(b) In view of (a) above, question does not arise.

(c) and(d) No,Madam. Veterinary Council of India(VCI) is statutory body having perpetual succession as per provision of Section 3 of Indian Veterinary Council Act, 1984. On completion of the three years’ term of elected as well as nominated members, as per Indian Veterinary Council Act, 1984, VCI has been reconstituted in August,2014.In order to meet the shortage of trained veterinary manpower and problems being faced by the colleges to comply with the requirements under Minimum Standard of Veterinary Education (B.V.Sc & AH degree Course)- Regulations,2008,(MSVE Regulations-2008),council has allowed admissions in twelve veterinary colleges in the various States during academic session 2014-15 subject to the condition that deficiencies in terms of manpower and infra-structure shall be fulfilled by 31.3.2015.

(e) and(f) Veterinary qualification of a college is recognized on the fulfillment of MSVE Regulations,2008 as per IVC Act.Accordingly, on the recommendation of VCI, veterinary qualification of Veterinary College, Shimoga and Veterinary College, Hassan under Karnataka Veterinary Animal and Fisheries University, Bidar has been recognized vide Notification S.O. 3007(E) dated 27.11.2014.

(g) Veterinary education is a state subject and setting up of Veterinary college/University falls under the purview of State Governments. Presently, there is no provision for providing assistance by the Central Government to states for manpower and infra-structure in Veterinary Colleges.
