(a) & (b) Yes, Sir. Jal Marg Vikas Project (JMVP) is being implemented at an estimated cost of Rs. 5369.18 crore for capacity augmentation of navigation on National Waterway-1 (NW-1) on the Haldia – Varanasi stretch of Ganga-Bhagirathi-Hooghly River System with the technical and financial assistance of the World Bank. The salient features of the project are development of various infrastructures like construction of multi modal terminals at Varanasi, Sahibganj & Haldia, Ro-Ro terminals, navigational lock at Farakka, channel marking systems, integrated vessel repair & maintenance facilities, automated information techniques of DGPS and River Information System (RIS), day and night navigation aids, slipways, bunkering facilities, river training and river conservancy works. Projects worth Rs. 1800 crore (approx.) have commenced on ground in a time period of three years after statutory clearances.
World Bank disbursement is Rs. 605.84 crore as on date (as per disbursement register of CAAA, DEA, Ministry of Finance, Govt. of India) for loan no. 8752-IN, JMVP. An expenditure of Rs. 1443.52 crore has been incurred on JMVP till 31.10.2019 as per the details given below:

(c) to (e) The NW-1 passes through the States of Uttar Pradesh, Bihar, Jharkhand & West Bengal and as such all these four States are covered under JMVP. A Project Oversight Committee (POC) comprising representatives of Central & State Governments has been constituted in September, 2014 to give critical guidance and evaluation of the project. Direct employment of 46000 persons and indirect employment of 84000 persons is estimated to be created on completion of JMVP. Annex.
Mechanism of monitoring and evaluation of Jal Marg Vikas Project for capacity augmentation of navigation on NW-1.
(1) Inland Waterways Authority of India (IWAI) monitors the progress of implementation of the project through-
• The Project Implementation Units (PIUs) at the important project sites. Monthly reports are submitted by the PIUs to IWAI Head Office in the prescribed templates.
• The Project Management Consultants (M/s PwC) and the PMU at IWAI Head Office evaluate the reports submitted.
• Real time monitoring of the project is done by the Project Director and the Project Manager through CCTV network installed at the project sites and through video conferencing.
• Project Review Meetings are held periodically at the IWAI Head Office as well as at the project sites with the contractors.
(2) The World Bank monitors the project implementation through-
• Project Implementation Missions to the project sites.
• Periodical topical discussions in meetings with the project management and consultants/ contractors, where compliance of the procurement, social & environmental safeguard guidelines and civil construction framework are discussed and action points identified for follow up.
• Regular monthly progress reports on compliance of social and environment safeguards are also submitted to the World Bank for review.
(3) Tripartite Project Review Meetings are held by the DEA with the World Bank and the Project Implementing Agency (IWAI) from time to time, in which the progress of implementation of the project is reviewed and action points are agreed upon for follow up.
(4) A Project Oversight Committee (POC) comprising of Chairman/ Chairperson, Vice Chairman and Members of IWAI; representative from the Ministry of Shipping; representative from the Central Water Commission; and representatives from the Governments of Uttar Pradesh, Bihar, Jharkhand and West Bengal was set up in September, 2014 to give critical guidance and evaluation of the project. Ten meetings of the POC have already been held and the POC deliberated on critical issues affecting project implementation.
(5) In the case of clearances obtained from the Ministry of Environment, Forest & Climate Change, regular reports on compliance of the environment safeguard measures are sent to that Ministry.
