Question : Development of Libraries

(a) whether the Government is monitoring the schemes under the National Mission on Libraries (NML) and if so, the details thereof along with the status of implementation, scheme-wise;

(b) whether Government is proposing to launch a mega project of "Every Village has a Library" in the country;

(c) if so, the details thereof and if not, the reason therefor;

(d) whether the Government proposes to enact a National Public Library Act as only few States have enacted and implemented library legislation and if so, the details thereof; and

(e) the corrective steps proposed to be taken by the Government for development of the Library Sector in the country?

(a) Yes Sir, the Government is monitoring the scheme under the National Mission on Libraries (NML). The implementation status of various components are as under: -


(i) National Virtual Library of India (NVLI): - Indian culture portal(ICP) has been launched on 10.12.2019. The URL is https://indianculture.gov.in which is available on public domain.

(ii) Creation of NML Model Libraries: - Total 49 libraries of 27 States of the Country have been modernized.

(iii) Qualitative and Quantitative Survey of Public Libraries: - Survey has been done and the report has been submitted by the entrusted agency.

(iv) Capacity Building: - Total 33 training programme have been organized in which 1356 Participants have been trained.

(b) to (e) No Sir, Libraries are a State subject as per the Constitution of India.
