(a) whether the Government have formulated or proposed to formulate a plan regarding the construction of Express Highways in view of the growing traffic and heavy vehicles;
(b) if so, the names of the states where the express highways are likely to be constructed;
(c) the likely system of operation of traffic thereon; and
(d) the time by which the plan is likely to be implemented?
