Question : TICKETLESS PASSENGERS



(a) whether the Government have made any comprehensive study about the menace of ticketless passengers on trains ;

(b) if so, the details thereof and the number of cases detected by the authorities and amount of fine charged from them during 1998 and 1999, division-wise/ year-wise; and

(c) the steps being taken by the Government to do away with the menace of ticketless passengers ?

(a): No specific comprehensive study about the menace of ticketless passengers has been conducted in the recent past. However, the performance of the ticket checking organisation is monitored at the Ministry`s level on a monthly basis.

(b): The details of the number of cases of ticketless/irregular travel and the amount of railway dues realised during 1998 and 1999, division- wise, are given in the statement attached.

(c): Apart from conducting various checks by the ticket checking staff, the Zonal Railways conduct special and intensive drives to check the menace of ticketless passengers.
