Question : Crop Insurance Scheme

(a) whether the Government has any proposal to provide crop insurance to the farmers through the co-operative banks;

(b) if so, the details thereof along with the amount earmarked for this purpose; and

(c) whether the Government has paid compensation through co-operative banks to the farmers for the loss of crops during the last three years and if so, the details thereof?

THE MINISTER OF STATE IN THE MINISTRY OF FINANCE


(a) to (c): As per the operational guidelines of new crop insurance scheme “Pradhan Mantri Fasal Bima Yojana”, all farmers availing loans for seasonal agricultural operations from Financial Institutions (i.e. loanee farmers) for the notified crops in notified area would be covered compulsorily. These financial institutions include co-operative banks also.

As per Ministry of Agriculture and Farmers Welfare, Pradhan Mantri Fasal Bima Yojana (PMFBY) and Restructured Weather Based Crop Insurance Scheme (WBCIS) are being implemented through rural financial institutions including co-operative banks. A budget provision of Rs. 5501.15 crore has been made for implementation of Crop Insurance Schemes in the country during 2016-17.
Claims are also credited in the bank accounts of concerned farmers by the concerned financial institutions including cooperative banks. The State wise data in respect of claims paid for last three years are given in Annexure-1, 2 and 3.
