(a) whether the Government has set a target to eliminate poverty from the country through Sustainable Development Goal of ‘No Poverty’ by the year 2030;

(b) if so, the details thereof and the action taken or proposed to be taken to achieve the desired target;

(c) whether any obstacle or impediments is being faced by the Government while implementing various scheme/programmes to attain the target of ‘No Poverty’ across the country; and

(d) the details of budget allocation made and utilized for the various schemes to eliminate poverty in the country particularly in rural India, Scheme and State-wise?

(a) Yes, Sir.

(b) to (d) The Government has set the target to eradicate extreme poverty for all people everywhere by 2030 , currently measured as people living on less than USD 1.25 a day , as per Target 1.1 of the Sustainable Development Goals.

The National Indicator developed for this target is:

(i) Proportion of population living below the national poverty line is 21.92% (2011-12) and

(ii) Poverty Gap Ratio, 2011-12 : (a ) 5.05% (Rural) (b) 2.70% (Urban)

In so far as the Ministry of Rural Development is concerned, multi-pronged strategies have been adopted to address rural poverty and improve the economic well-being of people in rural areas with the main focus being on increasing livelihood opportunities, empowering rural women, providing social safety net, skilling of rural youth, infrastructure development etc through the Centrally Sponsored Schemes being operated by it viz. Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM),Deen Dayal Upadhyay – Gramin Kaushalya Yojana (DDU-GKY), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), National Social Assistance Programme (NSAP), Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY) and Shyama Prasad Mukherji Rurban Mission (SPMRM). Details of these Schemes, budget allocation and utilization under the schemes are indicated below.

(i) Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM) is a centrally sponsored anti-poverty programme launched in June 2011. The Mission seeks to reach out to all rural poor households in a phased manner and impact their livelihoods significantly. DAY-NRLM has been designed to be implemented in a Mission mode, with both the GoI and the states sharing the cost. The Mission has covered 6360 blocks spread over 691 districts across 28 States and 6 UTs up to January’ 2021. The details of funds allocated and released, Scheme wise and State-wise are given at Table-1 and Table-2, ANNEXURE- I

The achievement under the scheme for 2019-20 and the current financial year is given below:

There are two skill development programmes for rural poor youth under DAY-NRLM, namely, Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), and Rural Self Employment Training Institutes (RSETIs). Both these schemes are aimed at increasing employability of rural poor youth either for wage or self-employment. The achievements under these schemes are given below:

During the FY 2020-21, training activities remained suspended over a considerable period due to the lock down following advent of Pandemic Covid19 resulting in affecting achievements of desired training targets. Details of budget allocation and utilization under the scheme are indicated in Table-3 and Table-4 of Annexure-I .

(ii) Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) is a demand driven wage employment programme, which provides for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work. Mahatma Gandhi NREGS is imp2888288lemented with the objectives of meeting basic needs and developing rural infrastructure for improving living conditions of rural masses so that migration of people from rural areas could be reduced.There was an enhanced allocation from Rs.61,500 crore at BE to Rs. 1,11,500 crore at RE in current FY 2020-21 under Mahatma Gandhi NREGA. During current financial year 2020-21, as on 12.03.2021, the Ministry has released Rs. 96,425 crore to States/UTs for implementation of Scheme and more than 362 crore person-days (so far) have been generated.Details of budget allocation and utilization under the scheme are indicated in Table-5 and Table-6 of Annexure-I.

(iii) National Social Assistance Programme (NSAP) is a social welfare programme for the aged, widows, disabled and in the cases of death of the primary breadwinner belonging to Below Poverty Line (BPL) Households. It is a 100% centrally funded Central Sponsored Scheme (CSS) implemented in the entire country including rural and remote areas. During the FY 2019-20, a total of 2.93 crore beneficiaries were covered under the scheme. In the current FY 2020-21, out of the total target of 3.09 crore, a total of 296 lakh beneficiaries have been covered under NSAP.Details of budget allocation and utilization under the scheme are indicated in Table-7, ANNEXURE- I .

(iv) Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) Pradhan Mantri Awaas Yojana-Gramin aims to provide a pucca house with basic amenities to all rural households and households living in kutcha and dilapidated house upto two rooms in rural areas by 2022.To achieve the objective of “Housing For All by 2022” a total target of 2.95 crore households is set under PMAY-G The achievements under PMAY-G for FY2019-20 and current FY 2020-21 are indicated below :

(v) Pradhan Mantri Gram Sadak Yojana (PMGSY) is a one-time special intervention of the Government of India to provide rural connectivity, by way of a single all-weather road, to eligible unconnected habitations in the core network. It was launched in the year 2000 as a measure towards alleviation of poverty in rural areas by providing access to basic services to the rural population by providing them good quality roads.

Subsequently, new interventions/verticals namely PMGSY-II, Road Connectivity Project for Left Wing Extremism Areas (RCPLWEA) and PMGSY-III were added under the ambit of PMGSY for upgradation of rural roads and construction of strategically important roads in LWE Areas.

PMGSY (I, II, III & RCPLWEA) is an ongoing scheme. Since inception till 28th February 2021, a total of 7,50,673 km road length has been sanctioned, out of which 6,51,785 km road length has been completed at an investment of Rs. 2,43,961 crore (including State Share).

PMGSY has helped in better access to markets for the rural masses and has generated employment in various forms. It has also helped in improving the socio- economic conditions of the people living around the area. Thus, it has helped in removing poverty and unemployment.

Allocation to the States/UT’s is made based on the funds allocated in the budget/ revised estimates which keep on varying from year to year, depending upon the absorption capacity of the states. Details of budget allocation and utilization under the scheme are indicated in Table-9 of Annexure- I.

(vi) Under Shyama Prasad Mukherji Rurban Mission (SPMRM), the Government proposes to develop 300 Rurban rural clusters in the country. SPMRM is intended for a holistic development of the selected clusters of villages. The scheme is aimed to achieve an integrated development, which effectively reduce the poverty by encouraging cluster growth. The physical progress under the SPMRM is given as under:
