Question : Skill Councils

(a) whether the Government has reviewed the performance of various sector skill councils and if so, the details thereof;
(b) whether any evaluation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was conducted to find out the outcomes of the scheme and if so, the details thereof; and
(c) the number of youth skilled and placed in job by the Ministry since its inception?

Answer given by the minister

(a) To improve the performance of Sector Skill Councils (SSCs), “Transit SSC 2.0” focused on the strategy and operating guidelines for the transition of SSCs to the next level of capability and maturity, was launched. The guidelines capture all the key activities which the SSCs are expected to perform like governance, industry engagement for demand aggregation, environmental scan, etc. to meet the expectations of all the stakeholders.
Annual Business Plan (ABP) has been initiated to monitor and improve performance in respect of important parameters. The Annual Performance Matrix is based on key parameters like overall governance, development of standards and curriculum, assessments & certification, industry connect established, support to placement, alignment to NAPS and qualitative index. Based on these parameters SSCs are scored and ranked.

(b) National Skill Development Corporation (NSDC) has engaged a third-party agency to conduct the impact evaluation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY-2). The agency is presently in the process of creating an evaluation framework. An inception report under the study has been submitted to NSDC.

(c) Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), the flagship scheme of Ministry of Skill Development & Entrepreneurship (MSDE), 50.20 lakh candidates have been trained as on 10.07.2018, since its inception and 9.3 lakh have been placed.
