Question : Incomplete Projects

(a) whether a number of new and renewable energy projects are held up in the country due to various financial and technical reasons and if so, the details thereof along with the reasons therefor, State-wise;

(b) the total worth of such projects that are held up due to lack of finance, State-wise;

(c) whether the renewable energy projects are hit as not a penny has been disbursed from the National Clean Energy Fund (NCEF) for the same;

(d) if so, the details thereof and the reasons therefor along with the details of the fund accumulated in the NCEF for such disbursement; and

(e) the corrective steps taken/being taken by the Government to release the funds so that the work on renewable projects is completed in a time bound manner?

(a),(b)&(c): The Inter-Ministerial Group for recommending National Clean Energy Fund (NCEF) support has so far recommended 44 Projects in renewable energy for NCEF support of Rs 27892.17 crore. So far an amount of Rs 984.44 Crore has been released from NCEF for these projects. The total estimated cost of these projects is Rs 190949.87 crore. The project-wise estimated cost, NCEF support and amount released is given at Annexure I.
(d): Upto the year 2014-15, an amount of Rs 16388.81 crore has been collected as coal cess for NCEF. As per the budget estimates during 2015-16 an amount of Rs 13118.04 crore will be collected as coal cess for NCEF. Of the total coal cess collections, an amount of Rs 8916.46 crore has been transferred into NCEF upto the year 2014-15. During the year 2015-16, it is proposed to transfer an amount of Rs 4700 crore into NCEF.

(e): The Ministry of Finance has been requested to release NCEF grant for IMG recommended project in the supplementary demand of grant for the year 2015-16.
