Question : Students Police Cadet Programme

(a) whether the Government has reviewed the implementation of the Students Police Cadet programme;

(b) if so, the details thereof and the present status of its implementation;

(c) the details of the States which has implemented the programme along with the funds allocated and utilized;

(d) whether shortage of funds has been reported from any State including Kerala; and

(e) if so, the details thereof and the action taken by the Government in this regard?

(a) to (c) The Student Police Cadet (SPC) Programme was launched nationally on 21st of July, 2018. Programme seeks to build a bridge between the Police and the community through school students by inculcating values and ethics in them through classes in schools and outside.

The Union Government has partnered with State Governments & UT Administrations for the purpose. A State Level Monitoring Committee headed by the Additional Chief Secretary/Principal Secretary (Home)/Commissioner (Home) has been constituted along with Additional Chief Secretary/Principal Secretary (School Education) and Director General of Police to lay out broad policy objectives and operational guidelines and monitor the progress of the Programme. The implementation of the Programme is also reviewed by the Ministry of Home Affairs and Bureau of Police Research & Development. The details of implementation status are at Annexure-I.

All the States/UTs except West Bengal are implementing the Programme. The details of funds released to the States and its utilization are at Annexure-II.

(d) & (e) No specific additional budget proposal has been received from the States.
