(a): Police is a State subject as per Seventh Schedule of the Constitution of India. Thus, the primary responsibility lies with the State Governments. However, Ministry of Home Affairs provides funds to State government under Modernisation of Police Force (MPF) Scheme. covered under the scheme are police building, police housing, mobility, weapons, equipment, training infrastructure, computerization and forensic science. Infrastructure development under MPF Scheme depends on priorities of State governments.
(b) & (c): As per section 9 of the Andhra Pradesh Reorganisation Act, the Government of India is to maintain and administer Greyhound Training Centre in Hyderabad which shall function as a common training centre for state of Andhra Pradesh and Telangana for a period of three years. After that, the existing Greyhound Training Centre in Hyderabad will become training Centre for the state of Telangana. The Government of India is to assist the successor State of Andhra Pradesh to set up a similar state-of-the-art training centre. During, 12th plan period (2013-14 and 2014-15), the Ministry had provided financial assistance to the States of Andhra Pradesh and Telangana under the Special Infrastructure Scheme (SIS). An amount of Rs.9.99 crore was provided to Andhra Pradesh in 2013-14; Rs.7 crore was provided to Andhra Pradesh and Rs.3 crore was provided to Telangana during 2014-15.
