Question : Steps to Promote Animal Husbandry- Dairy and Fishery Sectors

(a) whether the Government proposes to give more importance to Animal Husbandry, Dairy and Fishery sectors and if so, the details thereof; and

(b) whether it has become necessary to pay more attention towards milch cattle due to irregular rain and shortage of water in various parts of the country and if so, the steps proposed to be taken by the Government in this regard?

(a) Yes, Sir. The Government is implementing various schemes to supplement the efforts of States/UTs for development of animal husbandry and fisheries sectors namely,

I. Rashtriya Gokul Mission
II. National Programme for Dairy Development
III. National Dairy Plan-I
IV. Dairy Entrepreneurship Development Scheme
V. Dairy Processing and Infrastructure Development Fund
VI. Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities
VII. National Livestock Mission
VIII. Livestock Health & Disease Control
IX. Blue Revolution: Integrated Development and Management of Fisheries
X. Fisheries and Aquaculture Infrastructure Development Fund

In addition, recently, the Cabinet in its 1st meeting held on 31.05.2019 has approved an ambitious scheme “National Animal Disease Control Programme (NADCP) for control of Foot & Mouth Disease and Brucellosis” by vaccinating 100% cattle, buffalo, sheep, goat and pig population for FMD and 100% bovine female calves of 4-8 months of age for brucellosis. The programme has a total outlay of Rs.13,343.00 crore for five years (2019-20 to 2023-24).
(b) Yes, Sir. The Government issues advisory to the States/UTs to mitigate drought or drought like situation due to deficit rainfall. The Government has also developed Disaster management plan in consultation with National Disaster Management Authority.
