Question : Migration of people

(a)the steps taken for capturing data of the inter-State and intra-State migration of people during the last five years;
(b)the details of actions taken to capture District and State-wise number of migrant labourers during the said period;
(c)the steps taken/being taken by the Ministry to calculate the impact of COVID 19 and lockdown on the migrant labourers and if so, the details thereof and if not, the reasons therefor;
(d)whether the Ministry is planning to measure the number of people who have reverse migrated to villages during COVID 19 pandemic and if so, the details thereof and if not, the reasons therefor?

(a) & (b): Migration of workers from one State to another State is a continuous process and the migrant workers keep on moving from one State to other States in search of work.

According to the Economic Survey 2016-17 the size of the workforce as per Census 2011, was 482 million (48.2 crore) people and based on extrapolation, this figure would have exceeded 500 million (50 crore) in 2016. If the share of migrants in the workforce is estimated to be even 20%, the size of the migrant workforce can be estimated to be over 100 million (10 crore) in 2016 in absolute terms.

(c): Labour Bureau, an attached office of the Ministry of Labour & Employment, has been entrusted with the task of conducting the All India Survey on Migrant workers. An Expert Group has been constituted by the Government of India on 9th September, 2020 to examine and finalize the schedules, sampling design and other technical details of the aforesaid survey being conducted by the Labour Bureau.


(d): The number of migrant workers who returned to their home State during lockdown is at Annexure.
