(a) & (b) The provision of emergency medical ambulance service is the primary responsibility of State Governments. However, under the National Health Mission (NHM), technical and financial support is provided to States/UTs to strengthen their healthcare systems, including support for emergency medical ambulance services, based on the proposals submitted by the States/UTs.
States/UTs are supported for strengthening Emergency Ambulance Services on the basis of population to be served and average response time, average kilometres covered per ambulance per day and patients transported per day by existing fleet of ambulances, with the endeavor to ensure universal access to emergency medical ambulance service within a time interval of 30 minutes of the call.
State/UT-wise details of operational ambulances, including patient transport vehicles, are provided at Annexure-I
(c) The details of funds approved and utilised for towards Free Referral Transport and National Ambulance Service under NHM, State/UT-wise are provided at Annexure-II.
(d) & (e) Proposals for financial assistance for emergency medical transportation facility were received from all the States/UTs during the last three years, except Dadra & Nagar Haveli, Lakshadweep and Gujarat. Details of these proposals and their approvals, in the form of PIPs and Record of Proceedings (ROPs), respectively, are available at URL: http://nhm.gov.in/nrhm-in-state/state-program-implementation-plans-pips.html.
