(a) whether the Government of Kerala has submitted a proposal to develop a fishing harbour in the natural bay at Thalai in Kannur district;
(b) if so, the details thereof;
(c) whether a project report for constructing of project under the 50% Centrally Sponsored Scheme has been submitted;
(d) if so, the details thereof; and
(e) the funds allocated and released for the project?

(a), (b) &(c): Yes, Sir. The Government of Kerala has submitted a proposal for construction of a fishing harbour at Thalai in Kannur district at an estimated cost of Rs.1370 lakhs and the State Government has sought 50% central financial assistance under the Centrally Sponsored Scheme.
(d): After preliminary examination of the project proposal, the State Government has been asked to re-examine the techno-economic viability of the project and submit a report.
(e): Does not arise.
