(a) A statement indicating State-wise details of the number of cases of alleged violation of human rights registered by the National Human Rights Commission (NHRC) during the last three years (2014-15, 2015-16 & 2016-17) and the current year up to 30th June 2017 is at Annexure-I. The details of the cases where the Commission had made monetary recommendations and the cases where it recommended disciplinary actions during the said period are at Annexure-II and Annexure-III respectively.

(b) Human rights are effectively protected and promoted by a robust framework of laws and institutions at the national level, besides an independent and integrated judicial mechanism. The Protection of Human Rights Act, 1993, enacted by the Parliament, provides for constitution of the NHRC, State Human Rights Commissions and Human Rights Courts for better protection of human rights. The Constitution of India empowers the State Governments to formulate laws, rules, regulations etc. for ensuring transparency in investigation in cases involving human rights violations. The State Governments also have the responsibility of implementing the central laws and directions relating to the protection of human rights.
