Question : Housing for Minorities

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:

(a) whether any scheme to provide houses to the minority community is under consideration of the Government;
(b) if so, the details thereof; and
(c) if not, the action being taken by the Government to provide houses to minorities?

(a) to (c): ‘Housing’is a State subject and it is the responsibility of the State Governments / ULBs to frame policies for provision of housing to all its citizens including minorities . Government of India (GoI) through its various programmes/ schemes assists the State Governments / ULBs in addressing housing shortage.

The Ministry of Minority Affairs has informed that under Multi-sectoral Development Programme (MsDP), pucca housing on Indira AwasYojana (IAY) pattern have been approved in Minority Concentration Districts (MCDs) in the 11th Five Year Plan and 2012-13 and in Minority Concentration Blocks (MCBs) from 2013-14 onwards, as per the requirement and request of the State Governments/UT Administrations. As on 30.06.2015, 337032 IAY dwelling units have been approved under the programme.

Government of India has recently launched a new mission ‘Housing for All’ to assist States / UTs in providing housing to urban poor. Under the Credit Linked Subsidy and Affordable Housing in Partnership components of the mission, preference should be given to Manual Scavengers, Women (with overriding preference to widows), persons belonging to Scheduled Castes/Scheduled Tribes/Other Backward Classes, Minorities, Persons with disabilities and Transgender subject to them being otherwise eligible under the mission.
