Question : CHANGE IN NORMS FOR CONSTRUCTION



(a) whether the Government has decided to ease the norms for construction in urban areas substantially reducing the number of approvals and No Objection Certificates (NOC) required for taking up such projects;

(b) if so, the details thereof delineating the NOCs and approvals that will be required thereafter;

(c) whether the other Ministries have also been consulted in this regard and if so, the details thereof and the time by which a final decision is likely to be taken in this regard; and

(d) if so, the details thereof and if not, the reasons therefor?

THE MINISTER OF STATE IN THE MINISTRY OF HOUSING & URBAN POVERTY ALLEVIATION (SHRI BABUL SUPRIYO)

(a) &(b) Construction approvals in urban areas are mainly decided by respective State Government and Urban Local Bodies (ULB)s. On the basis of recommendation of a Committee constituted by Ministry of Housing & Urban Poverty Alleviation, the Ministry is coordinating with Central government agencies and the State governments to facilitate rationalization and streamlining of approvals and No Objection Certificates (NOC).

(c) & (d) Other Central governments/Ministries namely Ministry of Environment & Forests (MoEF), National Monument Authority (NMA) under Ministry of Culture, Airport Authority of India (AAI) under Ministry of Civil Aviation and Ministry of Defence have been consulted for rationalization and streamlining of No Objection Certificate (NOC) from them.
