(a) the criteria for empanelment and promotion of officers of the Indian Administrative Service at the level of Joint Secretary, Additional Secretary and Secretary;
(b) the proportion of officers that get empanelled at each of the ranks; and
(c) the time spent by officers in each of the above ranks during the last three years, before empanelment to the next rank?

(a): The criteria for empanelment of IAS officers for appointment to Joint Secretary(JS) or equivalent posts at the Centre is at Annexure-I and that of Additional Secretary(AS) or equivalent and Secretary or equivalent posts at the Centre is at Annexure-II.
(b): At present, generally during initial consideration, 75%, 40% and 35% officers of the batch strength are empanelled for JS, AS and Secretary level respectively subject to fulfillment of eligibility criteria.
(c): As per the guidelines, the IAS officers are required to render 17 years of service and draw grade pay of Rs.10000/- before being considered for JS level empanelment. During the last three years, the time spent by officers in Additional Secretary rank before empanelment to Secretary level is in the range of 03 years and the time spent in the Joint Secretary rank before empanelment to Additional Secretary level is in the range of 10 years.
