(a) whether the Government had referred some cases of nexus between the builders mafia and Government officials in Delhi to CBI for investigation;
(b) if so, the number of cases in which the CBI has taken action;
(c) whether the CBI has expressed its inability to take action in the other cases;
(d) if so, the reasons therefor; and
(e) the reaction of the Government thereto?

(a): Yes, Sir.
(b): CBI has made detailed investigation in six cases and
registered 5 cases of which investigation in 3 cases have been
completed. 22 officials of Municipal Corporation of Delhi, 5
contractors/builders, 4 architects and 10 owners have been named
as accused. Cases relating to disproportionate asset have also
been registered against four officials of MCD.
(c)to(e): While references are being processed by CBI, it had
expressed difficulties in investigating all cases referred due
to constraints of manpower. The Ministry has taken up the
matter for creation of a Special Cell in CBI for exclusively
handling cases of unauthorised constructions in Delhi.
