Question : ISSUANCE OF LICENCE



(a) the number of companies which were given licences for providing employment in foreign countries particularly in Delhi and Maharashtra during the last three years;

(b) whether some companies have made irregularities and violated the law;

(c) if so, the details of complaints received against each company during the last three years; and

(d) the action taken by the Government in this regard?

(a) : In the last three years, registration certificates for providing employment in foreign countries were given to 356 agencies including 96 in Maharashtra and 79 in Delhi.

(b) to (d) : Sporadic complaints relating to charging of service charges in excess of amount provided for under the rules, collection of money from the intending emigrants but not actually sending them for overseas employment, sending some of the workers to other countries against non-existent jobs and, in some cases, changing the terms and conditions of employment of the workers on their reaching the alien land were received against the recruiting agents/foreign employers.

As and when such complaints are received, the Indian Missions are requested to take up the matter with the foreign employers and to arrange for the redressal of the grievances of the workers. In many cases, such problems are solved. Simultaneously, the registered Recruiting Agents who had made recruitment of such workers for placement with the foreign employers are also directed to get in touch with their sponsors for settlement of the grievances of the workers. In the event of failure of these agents to comply with the directions of the Protector General of Emigrants/Registering Authority, action is taken for suspension/cancellation of Registration certificates and forefeiture of the bank guarantee.
