Question : SANITATION FACILITIES



(a) whether as per the latest report released by UNICEF, around 1,8 billion of the 2.5 billion people worldwide, who still have no access to improved sanitation, live in rural areas, if so, the details thereof;

(b) whether the data from Bangladesh, India and Nepal show that little progress has been made in improving sanitation:

(c) if so, the details thereof;

(d) whether the Union Government has taken necessary steps to improve the sanitation condition particularly in rural areas; and

(e) if so, the details thereof?

(a) As per Joint Monitoring Report 2014 published by UNICEF and World Health Organisation, Out of 7.05 billion world population, 2.5 billion people have no access to improved sanitation. Out of 3.31 billion rural population of world, 1.76 billion people have no access to improved sanitation.

(c) As per the JMP-2014 report, the population percentage with access to sanitation coverage in Bangladesh, India and Nepal in the years 1990, 2000 and 2012 are :-

(d) Yes Madam.

(e) The Swachh Bharat Mission (Gramin) has been launched on 2nd October. 2014, which aims at attaining a Open Defecation Free India by 2nd October, 2019, by providing access to toilet facilities to all rural households and taking up Solid and Liquid Waste Management activities in Gram Panehayats.

The following steps have been taken up under Swachh Bharat Mission (Gramin) :-

i. A provision of incentive of Rs. 12000 made available for the construction of Individual household latrine (THHL), including central share of Rs. 9000 (Rs. 30800 in case of special category states) and State share of Rs. 3000 (Rs. 1200 in case of special category states) to all BPL households and to identified Above Poverty Line (APL) households (all SCs /STs, small and marginal farmers, landless labourers with homestead, physically handicapped and women-headed households).

ii. An amount of Rs. 2 lakh is available for the construction of Community Sanitary Complexes at a sharing pattern of 60:30:10 (Centre:State:Community). Funds for Solid and Liquid Waste Management activities, with cap of Rs. 7/12/15/20 lakh is available for Gram Panehayats having upto 150/300/500 more than 500 households on a Centre and State /GP sharing ratio of 75:25.

iii. Demand is sought to be created by triggering `Behaviour change` by intensifying Information , Education and Communication (1EC) and Inter Personal Communication (IPC) campaigns as Sanitation is Mindset issue. Use of Technology to Monitor Household coverage through a Hand held device to capture photos of beneficiary, toilet and its coordinates has been taken up.

iv. Innovative, Low cost and User friendly technologies for toilet and Solid and Liquid Waste Management will be pursued.
