(a) In the State of Bihar, during last three years (i.e. 2010-11, 2011-12, 2012-13 and
the current year upto January 2014), construction of 14 Road Over Bridges (ROBs) have
been completed. In addition to this, works in Railway portion in 04 ROBs have also been
completed.
(b) & (c) The smooth progress of construction of ROBs mainly depends on positive cooperation
from the State Govt. In cases where progress is hampered, the main reasons are as follows:
# Late sanction of corresponding work in the State Budget.
# Inadequate fund allocation by the State Govt.
# Non-submission of General Arrangement Drawing (GAD) & estimate by the State Govt.
# Frequent changes in alignment of approaches.
# Non-availability of encumbrance free land for construction of approaches.
# Delay in providing consent of closure of level crossings.
However, Railways has taken following measures for timely completion of
construction of ROB/RUB projects:
# Engaging single agency for construction of Railway Bridge as well as the approaches.
# Joint survey with all stakeholders including State Govt. to finalise the tentative GAD.
# Circulation of check list and guidelines for preparation of GAD to State Govt. to avoid
any back reference from Railway to State Govt.
# Standardization of drawings for various spans to avoid delay in designing.
# Nomination of nodal officer for single window clearance of GAD from Railway side.
# Use of pre-cast/pre-fabricated components of the bridge.
(d) & (e) As per Railway Works Programme 2013-14, 12 proposals for construction of ROBs
at points where State highways cross railway line on Mughal Sarai- Danapur section of main
railway line in Bihar have been sanctioned. Out of these 12 ROBs, construction of 3 ROBs
have completed and construction of remaining 9 are at various stages of planning, estimation
and execution. Timely completion of construction of these ROBs depend upon positive co-operation
from State Government.
