Question : Coaching Facility to Minority Community

(a) Whether his Ministry is providing coaching facilities to minority community students especially Muslims;

(b) if so, whether Government has started free coaching of IAS aspirants, if so, the details thereof and the time since when it has been implemented;

(c) the number of minority students who cracked civil services examination during the last three years; and

(d) the number of coaching centres identified or having a tie up for free coaching to minority students and further steps taken or being taken by the Government in this regard?

(a) & (b): Yes, Madam. Ministry of Minority Affairs has been implementing a scheme namely “ Free Coaching and Allied Scheme for the candidates/students belonging to minority communities” under which free coaching is provided to students belonging to six notified minority communities through selected coaching institutions/organisations for preparation of qualifying examinations for admission in technical/ professional courses and competitive examinations for recruitment to Group „A? , „B? and „C? services and other equivalent posts under the Central and State governments including public sector undertakings, banks, insurance companies etc. A new residential coaching programme for composite preparation exclusively for civil services aspirants has been added in the scheme w.e.f. 07.12.2017.
In addition to the above, this Ministry is also implementing a scheme namely “ Nai Udaan” under which financial support is provided to the candidates of notified minority community who have cleared preliminary examinations conducted by Union Public Service Commission, State Public Service Commissions and Staff Selection Commission for preparation of main examinations.

(c) The number of minority students who have been finally selected in Civil Service Exams during last three years i.e. 2014, 2015 and 2016 are 123, 118, 112 respectively.

(d) Under the scheme, total 158 organizations/institutions were empanelled for implementation of the scheme during Financial years 2013-14 to 2016-17. Process for inviting applications for fresh empanelment of coaching institutions/organizations for the remaining period of 14th Finance commission i.e. 2017-18 to 2019-20 has been initiated and advertisement has already been published by the Ministry.
