Question : Safety Parameters for Setting up Retail Oil Pumps

(a) whether there are any parameters for safety for retail petrol-diesel pumps such as distance from roads, residential houses etc. and if so, the details thereof;
(b) the details of the retail petrol-diesel pumps which were not set up in accordance with the said parameters in the State of Chhattisgarh; and
(c) the details of the action being taken in regard to the said petrol-diesel pumps?

(a) Public Sector Oil Marketing Companies (OMCs) have informed that there are various parameters for setting up of Retail Outlets (ROs) which depend upon the location of the RO site, type of market etc. The parameters for setting up of ROs in urban and rural areas are governed by the local PWD/Municipal rules of the State Government and these vary from State to State. The sites on the State Highways are governed by the local State PWD norms. As far as ROs in highway markets are concerned, the sites abutting the National Highways are governed by the Ministry of Road Transport & Highway norms. With regard to layout of facilities, the safety distances, safety standards in the RO premises are governed by the Petroleum & Explosives Safety Organization (PESO) Rules 2002, which are strictly followed for construction and subsequent safe operation of ROs.
(b) & (c) There are no such cases of retail petrol-diesel pumps of Public Sector OMCs which were set up without obtaining the NOC and PESO License in the State of Chhattisgarh.
