(a) and (b) Yes, as far as NHM is concerned, Ministry of Health and Family welfare has released as amount of Rs. 74.21 crores in March 12020 for the Management and control of COVID-19 in Kerala. State Government has also released an amount of Rs. 49.47 crores as state share against release and the funds transferred to NHM. During April 2020, GOI has released Rs. 219.38 crores as 100% grant in aid for the COVID-19 Emergency Response and Health System Preparedness Package under NRHM. In, August, Government of India has conveyed sanctioned for a release of Rs. 181.17 crores for the forthcoming months of the Financial year 2020-21 for the Emergency Response and health systems Preparedness Package (ECRP-COVID Package) which is 100% Central grant. Out of this, an amount of Rs. 90.59 crores has been released to the Sates so far. The summary of release are given in Annexure-I
(c) and (d) The details of work done for the development of Hospitals is enclosed (Annexure-II) Moreover, an amount of Rs. 247.83 crores has been allotted to Kerala Medical Services Corporation Limited (KMSCL) of which they have procured medicines worth Rs. 70 crores and Rs. 177.83 crores has been spent for the procurement of equipment and other diagnostics for the supply to the health care institution in the state.
(e) Under the strengthening of tertiary care cancer facility scheme, one State cancer institute has been approved at regional cancer center, Thiruvananthapuram, Kerala for an amount of Rs. 102.35 Crore including State share (@ 40%) and amount of Rs. 46.957 crore as first installment of Central share has been released during 2016-17 to the State Government.
