(a) As per PFC report on `Performance of state Power Utilities for the years 2008-09 to
2010-11`, based on the account details provided by the utilities, many utilities selling
directly to consumers have incurred losses during the period 2008-09 to 2010-11. Details
are given in Annex-I.
(b) & (c) Distribution of power is the responsibility of the Discoms. Central Government acts
as a facilitator in supplementing the efforts of States to provide power to consumers in an
improved manner.
The steps taken by the Union Government to improve distribution sector and to reduce the
losses of SEBs/power distribution companies of the country are given in Annex-II.
(d) & (e) Ministry of Power, Government of India has set up a Smart Grid Forum and India
Smart Grid Task Force. The India Smart Grid Task Force is an inter-ministerial group under
the Chairmanship of Shri Sam Pitroda, Adviser to Prime Minister on Public Information
Infrastructure & Innovation.
On the recommendations of India Smart Grid Task Force, Ministry of Power has shortlisted 14
Smart Grid pilot projects in different DISCOMS. Implementation of these pilots would be taken
up on continuation of R-APDRP in 12th Plan and also as per availability of funds for Smart Grid
pilot projects.
