Question : Promotion of Innovation in MSME Sector

(a) whether in this competitive market, one major issue faced by smaller entities is exploitation by larger entities and the same continues in case of the Micro, Small and Medium Enterprises (MSMEs) sector;

(b) if so, the details thereof and the steps taken/to be taken by the Government to help MSME sector to maximize and promote innovation after acquiring knowledge of trademark, patent, copyrights and other plethora of aspects of Intellectual Property Rights; and

(c) whether it is very much important to provide a shield to the MSME sector so that they can protect themselves from all exploitation and threats and largely contribute to the national figure and if so, the measures taken/being taken by the Government in this regard?

(a) & (c): The Government is aware that there are issues between large entities and Micro, Small and Medium Enterprises (MSMEs). To address the problem of delayed payments, Government has set up MSE Facilitation Council under MSMED Act, 2006 in all 36 States/UTs. Ministry of MSME has also launched ‘MSME SAMBANDH” portal for monitoring implementation of public procurement policy for the MSEs and “MSME SAMADHAAN” Portal for enabling MSMEs to directly register their cases relating to delayed payments.

(b): Ministry of MSME has taken several steps to promote MSMEs, these inter-alia include Credit Linked Capital Subsidy and Technology Upgradation Scheme (CLCS-TUS), Micro and Small Enterprises-Cluster Development Programme (MSE-CDP), MSME Technology Centres (MSME-TCs).
