Question : Promotion of MSMEs

(a) whether the Government has taken any steps to encourage, promote and protect the Micro, Small and Medium Enterprises (MSMEs) in the country especially in Bihar and Rajasthan and if so, the details thereof;

(b) whether the Government proposes to launch new schemes for promoting MSMEs and if so, the details thereof;

(c) whether the Government proposes to provide more financial assistance to MSMEs and if so, the details thereof and the details of initiatives taken by the Government for development of this sector under Make in India programme;

(d) the manner in which the Government is assisting the youth to set up small industries;

(e) whether the Government has issued any guidelines for providing employment to local people in MSMEs operating in Rajasthan especially in Alwar district and if so, the details thereof; and

(f) the steps taken by the Government to promote small scale carpet weaving industry in Alwar district of Rajasthan?

(a): The Government implements various schemes and programmes for the overall growth and development of MSME Sector in the country including in the states of Bihar & Rajasthan. These schemes and programmes include Prime Minister’s Employment Generation Programme (PMEGP), Scheme of Fund for Regeneration of Traditional Industries (SFURTI), A Scheme for Promoting Innovation, Rural Industry & Entrepreneurship (ASPIRE), Credit Guarantee Scheme for Micro and Small Enterprises, Micro and Small Enterprises Cluster Development Programme (MSE-CDP), Credit Linked Capital Subsidy and Technology Upgradation Scheme (CLCS-TUS) etc.

(b): New Schemes are launched after carrying out need assessment for such schemes and discussion with stakeholders.

(c): Government provides support to MSMEs under schemes such as CGTMSE, CLCS-TUS, PMEGP, MSE-CDP & TCSP etc. Under Make in India initiative, Government aims at promoting India as an important investment destination and a global hub for manufacturing, design and innovation.

(d)&(e): The Ministry of MSME assists the youth to set up small industries by providing them margin money subsidy under PMEGP throughout the country including Rajasthan.

(f): Artisans including carpet weavers can benefit from SFURTI scheme of the Ministry of Micro, Small & Medium Enterprises.
