Question : NHS MAINTAINED BY PRIVATE COMPANIES



(a) whether the maintenance and repair work of National Highways (NHs) is being awarded to private companies;

(b) if so, the details thereof;

(c) whether the Government has reviewed the performance of these private companies; and

(d) if so, the outcome thereof?

THE MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS (SHRI PON. RADHAKRISHNAN)

(a) Yes Madam.

(b) Maintenance & Repair of National Highways through the Private companies is taken up under Operation and Maintenance (O&M) contracts or under Operate, Maintain and Transfer (OMT) mode.Around 6010km length of National Highways are being maintained under these modes.

(c) & (d) Private companies are supposed to maintain the roads at a specified performance level defined in the agrement, which is closely monitored by Consultants. Besides, quality of maintenance is also monitored by field officers and Regional Officers (ROs)/Engineer Liaison Officers (ELOs) of the Ministry including Officers from headquarters.Appropriate actions against the private companies not complying with the specified performance level is taken as per the provisions of the contract agreements.
