Question : Increasing Income of Farmers by Food Processing


(a) whether the Government is taking initiative to increase the income of the farmers by helping them in the food processing of their produce and for providing market for their products/final products;

(b) if so, the details thereof; and

(c) the details of the steps taken by the Government during the last five years to promote food processing in Bundelkhand?

(a) & (b): Ministry of Food Processing Industries (MoFPI) is implementing Central Sector Scheme–Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) for overall development of the food processing sector for increasing processing capacity, reducing wastage of agricultural produce, creating off-farm employment, ensuring better returns to farmers and enhancing the export of the processed foods.

MoFPI is also implementing centrally sponsored "PM Formalisation of Micro food processing Enterprises Scheme (PMFME)". The scheme has adopted One District One Product (ODOP) approach to reap the benefit of scale in terms of procurement of inputs, availing common services and marketing of products. Under the scheme component, grant upto 50% to groups of FPOs/ SHGs/ Cooperatives or an SPV of micro food processing enterprises is available for Branding and Marketing Support.

Another Central Sector Scheme-Production Linked Incentive Scheme (PLIS) for Food Processing Industry, for boosting manufacturing competitiveness, exports and creating global food manufacturing champions and to support Indian brands of food products in the international markets, is also implementing by MoFPI. Under the scheme, Incentive is extended for the promotion of only Indian Brands abroad.

(c): Apart from the implementation of schemes like Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), PM Formalisation of Micro food processing Enterprises Scheme (PMFME), Production Linked Incentive Scheme (PLIS), the Government has taken several measures to support the growth of FPI sector in the country including Bundelkhand e.g. classification of food & agro-based processing units and cold chain infrastructure as agricultural activity for Priority Sector Lending (PSL), Special fund of National Bank for Agriculture and Rural Development (NABARD) for lending to food processing industries. In Bundelkhand 13 district has been identified for One District One Product (ODOP) under PMFME and in PMKSY out of 4 sanctioned projects 2 projects have been completed.
