Question : Hybrid Annuity Model

(a) whether the response to use the new hybrid annuity model for allocating contracts under the Public Private Partnership (PPP) projects in highway, Namami Gange and Railways has been encouraging; and

(b) if so, the details of defaulters among private developers working on such projects under Build-Operate-Transfer (BOT) Toll and BOT-Annuity models?

(a) to (b) Response for National Highway (NH) projects under Hybrid Annuity Model is encouraging. So far, 30 NH projects of total length 1821.54 kms with total cost Rs. 28162.13 crores have been awarded by National Highway Authority of India (NHAI). As far as Namami Gange is concerned, Ministry of Water Resources, River Development & Ganga Rejuvenation has also adopted Hybrid Annuity Model for Namami Gange program. Tenders for three Sewage Treatment Plants under this program have been invited. As far as Railways is concerned, one contract for 3rd railway line has been planned under Public Participative Policy – normal Annuity Model in which response is good and finalization of contract is under process.
