Question : Promotion and Development of AYUSH

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) the name of the schemes being run by the Government for the promotion and development of AYUSH system of medicine in Jammu and Kashmir;

(b) whether the Government has set up/ proposes to set up for opening up AYUSH Kendra in Jammu and Kashmir and if so, the details thereof; and

(c) the other steps taken by the Government for wide publicity and development of AYUSH system of medicine in the State?

(a): The Central Government has made provisions for the promotion and development of AYUSH system of medicine in the country including Jammu and Kashmir through the following Centrally Sponsored and Central Sector Schemes:
1. Centrally Sponsored Scheme of National AYUSH Mission (NAM).
2. Central Sector Scheme for promotion of information, education, and communication (IEC) in AYUSH.
3. Central Sector Scheme of Centres of Excellence (COE).
4. Central Sector Scheme for Development of AYUSH Clusters.
5. Central Sector Scheme for Promotion of AYUSH interventions in Public Health Initiatives (PHI).
6. Central Sector Scheme of Continuing Medical Education (CME).
7. Central Sector Scheme of Extra Mural Research (EMR).

(b): No. However, under Centrally Sponsored Scheme of National AYUSH Mission (NAM), there is provision for AYUSH Gram wherein one village per block is selected for adoption of method and practice of AYUSH way of life and interventions of health care. In AYUSH grams AYUSH based lifestyles are promoted through behavioural change communication, training of village health workers towards identification and use of local medicinal herbs and provision of AYUSH health services. Under NAM the State of Jammu & Kashmir have been supported for AYUSH Gram activity covering 34 Units.

(c): The following steps have been taken by the Government for wide publicity of AYUSH system of medicine in the Country including Jammu & Kashmir:
1. Under Central Sector Scheme of Promotion of Information Education and Communication (IEC) in AYUSH, following activities are undertaken:
i. Organization of Arogya Fairs both at the National and State Level;
ii. Participation in Health Fairs/ Melas / Exhibitions organized by Government Departments, State Governments and other reputed Organizations;
iii. Preparation and distribution of authentic Publicity material on AYUSH Systems including Multi-media/print media campaigns, audio visual materials for popularization of AYUSH Systems;
iv. Providing financial assistance to reputed organizations, Non-Government Organizations, Educational/ Research Institutes for organizing Seminars, Conferences, Symposiums, Workshop, Meeting on AYUSH Systems.
v. Providing incentives to AYUSH Industry to participate in Arogya and other Fairs/ Melas/ Exhibitions/ Conferences/ Seminars organized by Central/ State Governments/ Government organizations/ reputed organizations like Chemexil, Pharmexcil, Confederation of Indian Industry (CII), Federation of Indian Chambers of Commerce and Industry (FICCI), ASSOCHAM, India Trade Promotion Organization (ITPO) at State/ National level.
2. Under National AYUSH Mission (NAM) following provision has been made for development of AYUSH system of medicine in the Country including Jammu & Kashmir:
(i) Co-location of AYUSH facilities at Primary Health Centers (PHCs), Community Health Centers (CHCs) and Districts Hospitals (DHs).
(ii) Up gradation of exclusive State Government AYUSH Hospitals and Dispensaries.
(iii) Setting up of upto 50 bedded integrated AYUSH Hospital.
(iv) Upgradation of State Government Under-Graduate and Post-Graduate Educational Institutions.
(v) Setting up of new State Government AYUSH Educational Institutions in the States where it is not available in Government Sector.
(vi) Strengthening of State Government/State Government Co-operatives / Public Sector Undertakings Ayurveda, Siddha, Unani and Homoeopathy (ASU&H) Pharmacies
(vii) Strengthening of State Drug Testing Laboratories for ASU &H Drugs
(viii) Support for Medicinal Plant including processing and post-harvest management.
