Question : Challenges to Vision ‘Housing for All’

(a) whether the Government’s vision for ‘Housing for All’ by 2022 can become a challenge in view of the continuously increasing urbanization in the country;

(b) if so, the details thereof along with the reaction of the Government thereto;

(c) the action plan formulated by the Government to overcome these challenges and to deal with the increasing problem of housing due to urbanization in the country; and

(d) whether the Government proposes to implement any separate national policy for housing in Haryana and North-Eastern States including Assam and if so, the details thereof?

(a)to (c ): The housing requirement is dynamic due to factors like rapid urbanization, increase in working/employed population, inclusion of new planning/development areas in the urban agglomeration etc. Pradhan Mantri Awas Yojana (Urban){PMAY(U)} Mission seeks to address challenges of increasing urbanization through a demand driven approach. Under the Mission guidelines, States/UTs are required to conduct demand assessment and validate the same to arrive at the actual demand for housing among its citizens belonging to urban poor. The demand validated and reported by States/UTs under PMAY(U) to this Ministry so far is around 112 lakh. This validated demand can increase in coming years based on the demand survey conducted by the States/UTs. PMAY(U) aims to provide houses to all eligible beneficiaries by the year 2022, based on such demand surveys.
