Question : AADHAAR CARDS



(a) the targets fixed for issue of AADHAAR cards by the Unique Identification Authority of India (UIDAI) to all residents in the country and the present status thereof;

(b) whether the Government is considering to make AADHAAR card mandatory while applying for any type of Government license, passport, driving license, ration card, pan card, CGHS card, Government identity card, etc.;

(c) if so, the details thereof; and

(d) the total expenditure likely to be incurred for the entire project?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (d) OF LOK SABHA STARRED QUESTION NO.487 REGARDING AADHAAR CARDS RAISED BY SHRI P.C. CHACKO TO BE ANSWERED ON 07.09.2011.

(a): The mandate of Unique Identification Authority of India (UIDAI) is to issue unique identification numbers (Aadhaar) to all the residents of India. The Authority plans to cover 600 million people by March, 2014. A total of 3,11,84,630 Aadhaar numbers have been generated as on 01.09.2011. Statewise details are annexed.

(b) & (c): Enrolment of residents for Aadhaar number is voluntary. As and when the implementing Ministries, Departments or Agencies consider the application of Aadhaar number in their programmes, schemes or services, they may also decide whether it is required to be mandatory for their purpose.

Aadhaar aims to provide a soft identity infrastructure which can be used to re-engineer public services so that these lead to equitable, efficient and better delivery of services. Usage of Aadhaar number is envisaged to be demand driven. Aadhaar number has been recognized as an officially valid document as Proof of Identity and Proof of Address for opening bank accounts and obtaining mobile telephone connections. Some of the State Governments have recognized Aadhaar number as Proof of Identity and Proof of Address for their resident centric schemes.

(d): The total approved estimated cost of Phase-I and II of the project spread over five years from Financial Year 2009-10 to 2013-14 is Rs.3,170.32 crore. The actual annual expenditure on the Scheme so far is given below:
