Question : SHORTAGE OF TOILETS



(a) whether any assessment has been made regarding practice of defecation in the open in urban areas of the country;

(b) if so, the percentage of people practising defecation in the open in cities, city and State-wise;

(c) the details of shortage of toilets in urban areas in the country, city and State-wise;

(d) the time by which toilet facilities are likely to be provided to all the people in urban areas in the country; and

(e) the details of works undertaken and the estimated expenditure incurred on construction of toilets in urban areas during the last three years and the current year?

(a)&(b): As per 2011 Census the percentage of households resorting to open defecation in urban areas (all towns) is 12.6%.State-wise list of open defecation in urban areas is placed at Annexure-I.

(c): The shortage of toilets based on households resorting to open defecation, insanitary latrines and households with single pit latrines for 4041 statutory towns is at Annexure-II.

(d): Government of India launched Swachh Bharat Mission (SBM) on 2nd October, 2014, with a target to make the country clean by 2nd October, 2019. The Mission covers all 4041 statutory towns/ cities as per 2011 census. The components eligible under SBM with broad funding pattern are:

(i) Household toilets (10.40 million) (@ Rs.4000 per toilet as an incentive),

(ii) Community toilets (max 40% VGF),

(iii) Public toilets (100% Private Investment),

(e): The Details of the funds released under Integrated Low Cost Sanitation (ILCS) Scheme implemented by the Ministry of Housing and Urban Poverty Alleviation, which has come to an end on 31.3.2014 for conversion of insanitary household toilets is at Annexure –III.
