Question : DEVELOPMENT OF TRIBALS



(a) whether surprise visits are being made in the matters of the development of tribal people;

(b) if so, the details of such visits during the last three years along with the issues identified and included in the development schemes of tribals;

(c) if not, the reaction of the Government thereto;

(d) the mechanism through which such a review is done; and

(e) the other steps taken to review the development schemes of the scheduled tribes in various corners of the country?

(a)&(b):No,Madam.

(c): Visits are being made in the matters of the development of tribal people with prior intimation to the concerned.

(d) & (e): The Ministry and the Planning Commission have been constantly pursuing with the State Governments for utilization of Tribal Sub Plan (TSP) funds commensurate to the agreed objectives.

The revised Guidelines issued by the Planning Commission on 18th June, 2014, inter alia, provides for review of TSP development programmes by Gram Panchayat and Gram Sabha on periodic intervals. The Guidelines further lay stress on the State Government for setting up its own `Social Audit Programme` with the involvement of elected representatives, beneficiaries and reputed voluntary organisations / NGOs / CSOs. The Ministry has also issued `Operational Guidelines for Formulation, Implementation and Monitoring of Tribal Sub-Plan and Article 275(1) grants` in the month of March, 2014 for effective implementation of Schemes administered by this Ministry wherein issue of institutionalizing the instruments for ensuring transparency, accountability and social audit have also been addressed.
