(a) whether the Government is making efforts to bring higher education institutes and
universities at par with the standards of the best in the world;
(b) if so, whether the Government has taken any steps in this direction; and
(c) if so, the details thereof and if not, the reasons therefor?

(a) to (c): Yes, Madam. The Finance Minister in his budget speech 2016 had announced the
commitment of the Government to empower Higher Educational Institutions to help them to
become World Class Teaching and Research Institutions. Accordingly, Ministry of Human
Resource Development in consultation with University Grants Commission (UGC) is
formulating an enabling Regulatory Architecture for 10 Public & 10 Private Higher
Educational Institutions to emerge as World Class Institutions. Public comments were
invited on the draft Guidelines and Regulations latest by 28.10.2016. The inputs received
are under consideration in the Ministry.
