Question : TRAINING TO OFFICERS IN FOREIGN COUNTRIES



(a) whether the Government are aware that Government officers belonging to SC/ST category are being discriminated against while sending them on training abroad;

(b) if so, the number of officers sent abroad for training during the last two years and the number out of them belonging to the scheduled castes and scheduled tribes, category-wise; and

(c) the number of complaints received and the remedial action taken by the Government in this regard, during the last two years?

(a) & (b): No Sir, there is no discrimination made against officers belonging to SC/ST category in the matter of training abroad. While making nominations of officers, falling under the zone of consideration of the Department of Personnel & Training, for training programmes abroad, it is endeavoured to give representation to officers belonging to SC/ST category in each panel of training programmes, subject to availability of applications and fulfillment of prescribed eligibility criteria by such applicants.

During 2000-2001, 61 officers were deputed on various training programmes abroad, out of which 7 belonged to SC and 5 to ST category. During 2001- 2002, 57 officers were deputed on training programmes abroad, out of which 5 belonged to SC and 5 to ST category.

(c): No complaint has been received in this regard.
