Question : SAFE DRINKING WATER



(a) the requirement of drinking water for the rural areas according to the norms adopted by the Government in this regard, State-wise;

(b) the quantum of shortage of drinking water in these areas as assessed by the Government, State-wise;

(c) the number of villages declared as zero resource villages, State-wise;

(d) whether the Government propose to formulate any scheme for providing drinking water in such villages;

(e) if so, the details thereof;

(f) the steps taken by the Government to provide safe drinking water in each and every village;

(g) the schemes being implemented by the Government for the purpose; and

(h) the financial assistance provided to each State under Accelerated Rural Water Supply Programme during the last three years and the current year, State-wise?

(a) to (h): A statement is laid on the Table of the House.

(a) to (c): As per the norms adopted for providing drinking water facilities to the rural habitations of the country, forty litres per capita per day (lpcd) is to be provided for humans. In addition to this, a provision of 30 lpcd for animals could be provided in hot and cold desert/ecosystems in 227 blocks of 36 DDP districts of the country. A drinking water source is to be provided for every 250 persons and it should exist within 1.6 km of the habitation in plains or 100 meter elevation in hilly areas.
As per the information furnished by the State Governments the provisional status of coverage of rural habitations with drinking water facilities as on 1-4-2000, based on the above norms, is as under:

According to above statement there are only 27443 rural habitations which do not have access to drinking water facilities, as on 1-4-2000. The State-wise status of habitations `Not Covered` with drinking water facilities is at Annexure-I.

(d) to (g): Rural Drinking Water Supply is a State subject. State Governments have been implementing Rural Water Supply Programmes under the State Sector Minimum Needs Programme (MNP). The Central Government supplements the efforts of the State Governments by providing Central assistance under the Accelerated Rural Water Supply Programme (ARWSP). Powers have been delegated to the State Governments to plan, sanction and implement individual Rural Water Supply Schemes.

The National Agenda for Governance envisages to provide safe drinking water to all rural habitations in the country in five years. Accordingly, all the States/UTs were requested to prepare action plans in order to attain this objective, clearly indicating the yearly requirement of funds. Based on the information furnished by the States/UTs, the Department of Drinking Water Supply has prepared a Comprehensive Action Plan to provide safe drinking water to all rural habitations in five years.
