Question : Employment under MGNREGS

(a) the number of persons employed each month under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) since January 2020;

(b) the rate of wages under the scheme in each State, State-wise along with the details of pending wages, if any, in the country, State-wise;

(c) whether the Government is planning to increase the number of working days under the scheme and if so, the details thereof;

(d) the other steps/action taken/being planned by the Government under the Scheme to mitigate the economic stress of the migrant workers caused by the corona pandemic; and

(e) whether the Government has proposed extension of the scheme to cover workers in cities and if so, the details thereof?

(a): The State/UT-wise details of number of persons employed each month since January 2020 under the Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) are given at annexure-I.

(b): As per section 6(1) of Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (Mahatma Gandhi NREGA) the Ministry of Rural Development notifies Mahatma Gandhi NREGA wage rate every year for States/Union Territories (UTs). The State/UT-wise notified wage rates under Mahatma Gandhi NREGA for the current FY 2020-21 are given at Annexure-II. During the financial year 2020-21 States/UTs-wise details of pending Fund Transfer Order (FTOs) (as on 05.02.2021) under Mahatma Gandhi NREGS is at Annexure-III.

(c): No Sir. So far as enhancement of guaranteed days of employment is concerned, the Mahatma Gandhi NREGA is to provide at least 100 days of guaranteed wage employment in a financial year to each household in rural areas whose adult members volunteers to do unskilled manual work. In addition to this, there is a provision for additional 50 days of unskilled wage employment in a financial year in drought/natural calamity notified rural areas. As per Section 3(4) of the Mahatma Gandhi NREG Act, 2005, the State Governments may make provisions for providing additional days of employment beyond the period guaranteed under the Act from their own funds.

(d): Government of India launched Garib Kalyan Rojgar Abhiyaan (GKRA) of 125 days on 20th June, 2020 with a resource envelope of Rs.50,000 crores to boost employment and livelihood opportunities for returnee migrant workers and similarly affected citizens in rural areas, in the wake of COVID-19 pandemic. The objectives of the Abhiyaan were to provide immediate employment & livelihood opportunities to the distressed, to saturate the villages with public infrastructure and creation of livelihood assets to boost the income generation activities and enhance long term livelihood opportunities by giving focus on 25 works in 116 selected districts across 6 States of Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh. A total of 12 Ministries/Departments of Government of India has participated in the Abhiyaan. A total of 50.78 Crore Persondays employment has been generated during the Abhiyaan.
